The National Biodiversity Centre, Ministry of Agriculture and Forests would like to seek Expression of Interest (EoI) from interested consultancy firms/ Consultant bidders as mentioned below for the following works.

1. Expression of Interest may be submitted by a firm, association, or a joint venture of consulting firms.  For short-listing purposes, the combined experiences of an association or a joint venture will be evaluated.
2. Separate proposal should be submitted for each category of work mentioned above.
3. Expression of Interest should contain the following information:

1. A covering letter addressed to the following:

Program Director, NBC, MoAF serbithang

ii. Applicants shall provide the following information in the respective formats given in the EOI documents:

• Expression of interest as per format (Annex-1)
• Applicant’s Information as per format (Annex-2)
• Project Sheets (Annex-3)

The evaluation of EOI applications will be based on the information provided.

Therefore applicants are requested to supply all information requested in the respective formats.

If EOI is submitted by the association or joint venture of two or more firms then the information in Annex-2 and Annex-3 should be provided in respective formats in the name of each member of the association or joint venture. The Annexures1-3  can be downloaded from website nbc.gov.bt

4. Applicants may submit additional information with their application but short-listing will be based primarily on the evaluation of information requested and included in the formats provided in the EOI documents.
5. Projects completed between January, 2000 to December, 2014 will be considered for evaluation irrespective of the project start date.
6. The Expression of Interest (EOI) document must be duly completed and submitted on or before 7^th May 2015 (11:30 AM). The document should be clearly marked as “EOI Application for short-listing consultancy services.”
7. In case the submission date falls on a public holiday, the submission can be made on the next working day. Any EOI Document received after the closing time for submission of proposals shall not be considered for evaluation.
8. The name and address of short-listed firms will be published in the National Biodiversity Centre’s website nbc.gov.bt and Ministry of Agriculture and Forests website www.moaf.gov.bt  Only the short-listed consultants will be invited to submit Technical and Financial proposals for the consulting service assignment.
9. The Procuring Agency reserves the right to accept or reject any/all EOIs and cancel the notification without assigning any reasons.

Inviting bids for designing and lay out of the National Biodiversity Strategies and Action Plan document.

National Biodiversity Center, Ministry of Agriculture and Forests, Serbithang, is pleased to invite bids from registered firms/individuals with valid trade license to develop design and layout of the National Biodiversity Strategies and Action Plan document, containing about 100 pages (A 4 size, font: Times New Roman and size 12, excluding pictures).The bids should be submitted to the National Biodiversity Centre, latest by 10^th September 2014 by 2 p.m. The bids will be opened on same day at 3.30 p.m. For further details, please contact Sangay Dema at sdema06@gmail.com or at 17710881.

Terms and conditions for submission of bids.

1. The bids should be accompanied with 2 % of the quoted amount as demand draft/cash warrant in favour of the Program Director, National Biodiversity Center (NBC).
2. The bidder should provide information of similar task completed in the past and submit samples to assess the technical competency (returnable upon completion of the bid evaluation).
3. NBC will provide the draft NBSAP document along with work order to start the work. However, the selected bidder should be able to incorporate changes in the process of work.
4. The first draft of the design and layout should be submitted to the National Biodiversity Centre within two weeks from the issue of the work order for review by the National Task Force.
5. The final document (print-ready) after incorporation of the comments should be submitted to NBC by 30^th September 2014.
6. The NBC will provide a selection of photos, which have to be incorporated under relevant theme in the document and the cover page by the designer.
7. The evaluation of bids will be based on the technical competency and financial rationale at a ratio of 60:40.
8. The decision of the tender committee comprising representative from NBC and National Task Force shall be final and binding.
